Hidden in Plain Sight: An Introduction to Vehicle-Ramming Mitigation

In light of recent global events, the threat of domestic terrorism has heightened the need for protective design in public spaces. This course explores strategies for vehicle-ramming mitigation and the role of perimeter protection devices in safeguarding people and property. It examines key US and international standards, risk-assessment tools, design strategies, and case studies that demonstrate how protective solutions can be seamlessly incorporated into urban landscapes. Learners will discover how thoughtful design can integrate counterterrorism measures into the built environment without compromising public safety, functionality, and visual appeal.

Upon completion of this course, the Learner should be able to:

Identify potential threats, risk factors, and site vulnerabilities that necessitate perimeter protection and vehicle-ramming mitigation measures to safeguard public health and safety.
Interpret key US and international standards, including ASTM and ISO testing protocols, to ensure products meet defined performance, resilience, and safety requirements.
Apply design strategies, regulatory guidance, and best practices, such as those outlined by the Cybersecurity and Infrastructure Security Agency (CISA), to develop proportionate, site-specific protection strategies that balance safety, accessibility, and design integrity.
Evaluate real-world case studies and design solutions that integrate active and passive perimeter protection systems to create secure and visually cohesive urban spaces that promote well-being and public confidence.

Background:

As Executive Vice President of Marshalls Landscape Products (North America), I bring over 15 years of specialist experience in the security and counterterrorism sectors, with a particular focus on hostile vehicle mitigation (HVM), perimeter protection, and integrated landscape security solutions. Since joining Marshalls Group in 2008, I have dedicated my career to developing and delivering innovative, effective, and aesthetically integrated HVM products and landscape protection solutions.

In 2013, I relocated to the United States to establish and lead Marshalls’ North American operations, based in Manchester, New Hampshire. My work bridges British engineering heritage with North American ingenuity, offering a comprehensive suite of crash-rated bollards, deterrent street furniture, and security solutions designed to blend seamlessly into urban spaces and aesthetically enhance civic environments.

With a background in landscape design, building materials, water management, perimeter security, access control, and traffic-calming strategies, I specialize in creating public-realm solutions that prioritize both security and user experience. My design philosophy supports urban planners, architects, engineers, and security professionals in achieving protective measures that enhance, rather than compromise, the visual and functional quality of public spaces.

Throughout my career, I have advised governments, municipalities, infrastructure clients, and private stakeholders on implementing best-practice HVM strategies tailored to evolving threat landscapes. My contributions have supported the protection of people, places, and critical infrastructure across the UK, USA, Canada, and emerging markets in South America and the Caribbean.
