This course examines how recurring water intrusion from stucco, windows, and sliding glass doors compromises the structural safety of condominiums. Participants will explore the legal and regulatory framework of Florida’s Milestone Inspection statute, the Florida Building Commission’s guidance, and the technical literature documenting decades of failures linked to water penetration including information from the Surfside Champlain Towers collapse investigation. Through case studies and remediation strategies, the course demonstrates how proper design, inspection, repair, and maintenance practices, ensure structural integrity, safeguard occupant health and emotional well-being, and promote the long-term welfare of communities.

Upon completion of this course, the Learner should be able to:

• Explain how the Milestone Inspection statute places inspectors in a psychological double-bind, no-win situation: placate HOAs by not stopping water leaks or save occupants' lives by stopping structural failure.
• Describe how the Florida Building Commission is charged with implementing the statute and how its guidance favors stopping water leaks.
• Outline how the pattern of stucco and window water leaks compromising condominium structural elements has been thoroughly explicated in numerous technical publications before and after Surfside.
• Identify the likely water flow paths from the leaking stucco, windows, and sliding glass doors identified in the Surfside Champlain Towers pre-collapse Morabito report to the corroded rebar cages atop the Line 9 basement garage columns under the Tower wall that gave way.
• Apply state-of-the-art stucco and window rough opening remediation technologies to stop water leakage that degrades building structural components.
